Preliminary Examination — Pattern & Marking Scheme

The UKPSC Upper PCS Preliminary examination consists of two objective (MCQ) papers conducted in pen-and-paper OMR mode on a single day. The Prelims functions strictly as a qualifying filter to shortlist candidates for the Mains examination in a ratio of approximately 15 times the advertised vacancies.

Syllabus Scope: Reading Comprehension (Hindi & English); Interpersonal Skills including Communication; Logical & Analytical Reasoning; Decision Making & Problem Solving; General Mental Ability; Basic Numeracy & Data Interpretation (Class 10 level); and General Hindi & General English Grammar fundamentals.

Mandatory Qualifying Rule: In Paper-II (General Aptitude Test), candidates must score a minimum of 33% (49.5 out of 150 marks). The Prelims merit list is compiled solely from marks scored in General Studies Paper-I among candidates who clear the Paper-II benchmark.

The UKPSC Upper PCS Mains is entirely conventional descriptive testing conducted across sequential sessions. There are no optional subjects. All seven papers are standardized and compulsory for all candidates, totaling 1,500 marks.

  • Marks Allocation: Carries 150 marks, accounting for 9.09% of the total 1,650 merit marks.
  • Assessment Parameters: Analytical clarity, mental alertness, balance of judgement, administrative temperament, moral integrity, leadership capabilities, ability to navigate socio-economic challenges, and detailed familiarity with Uttarakhand's developmental priorities.
  • No Minimum Cut-off: There are no mandatory minimum qualifying marks in the interview; marks scored are directly combined with the written score (1,500) to form the final rank list.
Marking Mechanics

Negative Marking & Statutory Examination Rules

  • Prelims Negative Penalty: One-fourth (0.25 or ¼) of the marks allotted to a question is deducted for every incorrect response marked on the OMR sheet in both Paper-I and Paper-II.
  • Language Paper Minimum Cut-off: A candidate must secure at least 35% marks (105 out of 300) in Mains Paper-I (Language). Failure to achieve 35% results in disqualification regardless of scores in other papers.
  • Mains Medium of Instruction: Candidates have the option to answer General Studies Papers II through VII in either Hindi or English medium. Paper I must be answered in the respective language scripts (Hindi and English).
  • Compulsory Presence: Candidates must appear in all seven Mains papers. Absence in any single paper leads to automatic disqualification.

Candidates must hold a Bachelor's Degree from a recognized university established by law in India or an equivalent qualification recognized by the government. Certain specialized posts (such as District Information Officer or Accounts Officer) require specific degree specializations.
