Preliminary Examination — Structure & Marking Scheme
The HPSC HCS Preliminary examination consists of two objective (MCQ) papers carrying 100 marks each, held on the same day in offline pen-and-paper mode on OMR sheets. The Prelims serves exclusively as a screening gate to shortlist candidates for the Mains examination (approximately 12 times the number of advertised vacancies).
Paper-I: General Studies
Syllabus Scope: General Science; Current Events of National and International Importance; History of India and Indian National Movement; Indian and World Geography; Indian Culture, Indian Polity and Indian Economy; General Mental Ability; and History, Geography, Economy, Culture, and Social Dynamics of Haryana.
Paper-II: Civil Services Aptitude Test (CSAT)
Syllabus Scope: Reading Comprehension; Interpersonal Skills including Communication Skills; Logical Reasoning and Analytical Ability; Decision Making and Problem Solving; General Mental Ability; Basic Numeracy (numbers and their relations, orders of magnitude up to Class 10); and Data Interpretation (charts, graphs, tables up to Class 10 level).
Mandatory CSAT Benchmark: Securing a minimum of 33% marks (33 out of 100) in Paper-II (CSAT) is mandatory. The Prelims merit list for shortlisting to Mains is determined solely based on marks obtained in Paper-I (General Studies).
Main Examination — 4 Papers, 600 Counted Marks
The HPSC HCS Mains examination is conventional descriptive written testing. Unlike UPSC where language papers are non-ranking qualifying modules, in HPSC the English and Hindi papers are counted directly in the final merit score. - No Minimum Qualifying Mark: Marks obtained in the interview are directly added to the Mains written score (600 marks) to determine the final selection merit list for HCS (Executive Branch), DSP, ETO, DFSO, 'A' Class Tehsildar, and Allied posts.
Negative Marking & Statutory Qualifying Benchmarks
- Prelims Negative Penalty: One-fourth (0.25 or ¼) mark is deducted for each incorrect answer marked on the OMR sheet in both Paper-I and Paper-II.
- Mandatory 5th Option Rule (Option 'E'): Each question contains 5 bubbles (A, B, C, D, E). If a candidate chooses to skip a question, they must darken the 5th circle (Option 'E'). Leaving all 5 options un-darkened attracts a penalty deduction of 0.25 mark. Leaving more than 10% (10+ questions) completely blank results in immediate disqualification.
- Mains Minimum Qualifying Benchmarks:
• Minimum 33% marks required in English (Paper I).
• Minimum 33% marks required in Hindi (Paper II).
• Minimum 45% marks in the aggregate of all four Mains papers (270 out of 600 marks) is mandatory to be eligible for the Personality Test call. - Mains Medium of Writing: Candidates have the option to answer General Studies (Paper III) and the Optional Subject (Paper IV) in either English or Hindi medium. A candidate must hold a Bachelor's Degree in Arts, Science, Commerce, or an equivalent degree from a recognized University as of the closing date for submission of online applications.
