IB ACIO Exam Pattern 2026: Complete Guide to Tier-I, Tier-II & Interview
The Assistant Central Intelligence Officer (ACIO Grade-II / Executive) examination conducted by the Intelligence Bureau (Ministry of Home Affairs) is India's premier central intelligence recruitment process. Unlike civil services examinations, all three stages—Tier-I CBT, Tier-II Descriptive, and Tier-III Interview—are counted toward the final merit list out of 250 marks.

Tier-I Examination — Structure & Sectional Distribution
The IB ACIO Tier-I examination is an online Computer Based Test (CBT) consisting of 100 objective-type multiple choice questions. The paper is strictly time-bound to 60 minutes and is divided into five distinct sections of 20 questions each, with each question carrying 1 mark.

Negative Marking Mechanics: Exactly one-fourth (0.25 or ¼) mark is deducted for every incorrect response. Unattempted questions carry zero penalty. Candidates are shortlisted for Tier-II at a ratio of 10 times the advertised vacancies based on their normalized Tier-I performance.

- Current Affairs (20 Marks): National and international events, multilateral summits, bilateral agreements, defense technology, joint military exercises, missile tests, space missions, security pacts, central government welfare schemes, indices and rankings, and contemporary economic developments.
- General Studies (20 Marks): Indian History (Ancient, Medieval, Modern & Indian Freedom Struggle); Indian Polity & Constitution (Fundamental Rights, DPSP, Parliament, Executive, Judiciary, Constitutional Bodies); Indian & World Geography (Physiography, Climate, River Systems, Resources); Indian Economy (Budget, Inflation, Monetary Policy, Banking, External Sector); and General Science (applied concepts in Physics, Chemistry, Biology, and emerging Tech).
- Numerical Aptitude (20 Marks): Number Systems, LCM & HCF, Percentages, Ratio and Proportion, Profit, Loss & Discount, Simple & Compound Interest, Time and Work, Pipes & Cisterns, Speed, Time & Distance, Boats & Streams, Averages, Mixtures & Alligation, Basic Algebra, Mensuration (2D & 3D), and Data Interpretation (Bar graphs, Pie charts, Tabulation).

Tier-II Examination — Descriptive Paper (50 Marks)
The Tier-II examination is an offline descriptive written test conducted on pen-and-paper mode. The duration of the examination is 1 hour (60 minutes), carrying a total of 50 marks. It evaluates a candidate's analytical reasoning, articulation on strategic and security affairs, and command over precise English composition.
Essay Writing (निबंध)
Candidates must write one structured essay from a choice of 4 to 5 topics focusing on: Internal Security, Cross-Border Terrorism, Cyber Warfare & Data Sovereignty, Social Media Impact on Law & Order, Geopolitical Challenges in South Asia, Border Management, Artificial Intelligence in Surveillance, and Socio-Economic Disparities.
English Comprehension & Précis
Comprehension (10 Marks): Answering targeted analytical questions based on a complex editorial passage without lifting verbatim sentences.
Précis Writing (10 Marks): Summarizing a 300–400 word dense passage into exactly one-third of its length under a suitable title while retaining core arguments.
Mandatory Qualifying Benchmark in Tier-II: Candidates must achieve a minimum qualifying score of 33% (17 out of 50 marks) in Tier-II to remain eligible for selection. Candidates are shortlisted for the Tier-III Interview in a 1:5 ratio based on their combined score in Tier-I (100) + Tier-II (50).
Tier-III Personality Test & Interview — 100 Marks
- Interview Board: Conducted by a designated Intelligence Bureau Interview Panel comprising senior intelligence officers, behavioral psychologists, and subject-matter experts.
- Marks Allocation: Carries 100 marks, representing 40.0% of the aggregate 250 merit marks.
- Psychometric & Profiling Test: May include structured psychometric profiling to assess psychological resilience, emotional balance under stress, operational alertness, and suitability for high-stakes intelligence field assignments.
- Evaluation Areas: In-depth knowledge of national security apparatus (IB, RAW, NIA, State Police Intelligence), international affairs, geopolitical flashpoints, cyber security threats, border conflicts, problem-solving abilities, moral integrity, mental sharpness, and decision-making under crisis scenarios.
Shortlisting Ratios & Selection Protocol
- Tier-I Minimum Qualifying Marks: To be considered for shortlisting, candidates must meet the statutory category cut-offs:
• General (UR): 35 Marks
• OBC / EWS: 34 Marks
• SC / ST: 33 Marks - Shortlisting to Tier-II: Candidates are shortlisted at a ratio of 10 times the number of vacancies based on normalized Tier-I CBT merit.
- Shortlisting to Tier-III (Interview): Candidates are shortlisted at a ratio of 5 times the number of vacancies on the basis of their cumulative performance in Tier-I (100 Marks) and Tier-II (50 Marks), subject to securing minimum 33% (17 marks) in Tier-II.
- Resolution of Tie Cases: In the event of a tie in aggregate marks, ties are resolved sequentially by:
1. Higher marks in Tier-III (Interview).
2. Higher marks in Tier-II (Descriptive Paper).
3. Higher marks in Tier-I (Normalized score).
4. Date of Birth (Older candidate ranks higher).
5. Alphabetical order of candidate names. - Final Merit Compilation: Tier-I CBT (100 Marks) + Tier-II Descriptive (50 Marks) + Tier-III Interview (100 Marks) = 250 Total Merit Marks.
