Preliminary Examination — Pattern & Marking
The UPPSC Prelims comprises two objective (MCQ) papers conducted on the same day in offline mode (OMR sheet). Only Paper-I marks are considered to short-list candidates for the Mains examination, provided Paper-II is cleared with the minimum 33% qualifying threshold.
GS Paper-I (General Studies)
Covers National & International Current Events, Indian History, National Movement, Indian & World Geography, Indian Polity & Governance, Economic & Social Development, General Science, and UP-specific static & dynamic GK.
GS Paper-II (CSAT)
Tests Reading Comprehension, Interpersonal & Communication Skills, Logical Reasoning, Analytical Ability, Decision Making & Problem Solving, General Mental Ability, Elementary Mathematics (up to Class 10), and General English & General Hindi (Class 10 level).
Crucial Rule: Minimum 66 marks out of 200 (33%) are mandatory in CSAT Paper-II. If a candidate fails to score 33%, their GS Paper-I copy will not be considered for the Prelims merit cut-off.

The UPPSC Mains is purely conventional descriptive written testing. Following the landmark syllabus reform, optional subjects have been permanently removed and replaced by two specialized Uttar Pradesh General Studies papers (GS V & GS VI).

Focus on UP Special Papers (GS Papers V & VI)
Accounting for 400 marks (26.6% of the Mains total), UP Special papers decide rank differences:
- General Studies Paper V: History, Civilization, Culture, Architecture, Monuments, Folk Arts, Freedom Movement in UP, Rural/Urban Social Architecture, Governance, Political System, Panchayati Raj, Public Service Delivery, Law & Order, and Internal Security Architecture of Uttar Pradesh.
- General Studies Paper VI: UP Economic Overview, State Budget, Fiscal Management, Agriculture, Forest, Mineral & Industrial Development, Infrastructure, Renewable Energy, Demography, Tourism, Environmental Issues, Wildlife Sanctuaries, and Science & IT Initiatives in UP.
- General Hindi (Paper I): Unlike UPSC, General Hindi is counted in the final merit. It tests prose comprehension, precis writing, formal government letter formats (Sasnik/Ardh-Sasnik Patra, Paripatra), idioms, and administrative vocabulary.
Personality Test (Interview) — 100 Marks
- Board Evaluation: Conducted by an official UPPSC panel at the UPPSC Examination Complex in Prayagraj.
- Marks Allocation: Carries 100 marks (accounting for 6.25% of total 1,600 merit score).
- Evaluation Areas: Mental alertness, logical exposition, clear and reasoned argument, balance of judgement, intellectual integrity, and deep awareness of socio-economic issues facing Uttar Pradesh.
- No Minimum Cut-off: There are no mandatory minimum qualifying marks required in the interview stage.
Negative Marking & Examination Rules
- Prelims Negative Penalty: ⅓ (0.33) marks deducted per wrong MCQ response. If multiple bubbles are marked for a single question, it is treated as incorrect.
- Unattempted Questions: Zero penalty for blank answers in Prelims.
- CSAT Mandatory 33%: Failure to score 66 marks in Paper-II results in disqualification irrespective of high score in GS Paper-I.
- Mains Language & Medium: Candidates may write GS Papers I to VI in either English or Hindi medium (as selected in DAF). General Hindi must be answered in Devanagari script.
- Final Rank Formula: Only Mains (1,500) + Interview (100) = 1,600 Merit Marks determine final selection and service allocation (SDM, DSP, BDO, ARTO, etc.).

UPPSC Eligibility: Age Limits, Domicile & Education
Candidates must possess a Bachelor's Degree from a recognized university. While non-UP domicile aspirants can apply under the General/Open category, reservation benefits apply exclusively to permanent residents of Uttar Pradesh.
